Cap inclusions
The £4M cap is the all-in project value: works, professional fees, surveyor fees, contingency and VAT. Splitting a project into two artificially scoped bids to dodge the cap is the most common rejection reason at the project-planning score.
Multi-bid rules
A trust may submit up to a published per-round limit of separately scoped bids. The bids must address distinct project elements. Multi-element packaged bids are scored less favourably than single-element bids at the project-planning weight.
SRP cross-over
Whole-school or whole-block rebuilds belong in the School Rebuilding Programme, which is DfE-nominated, not bid-led. RAAC-affected blocks are typically routed to SRP rather than CIF.
